Applying the Energy Efficiency First principle based on a decision-tree framework

Abstract Energy Efficiency First (EEF) is an established principle for European Union (EU) energy policy design. It highlights the exploitation of demand-side resources and prioritizes cost-effective options from over other a societal cost-benefit perspective. However, involvement multiple decision-makers makes it difficult to implement. Therefore, we propose flexible decision-tree framework applying EEF based on review relevant areas examples. In summary, this paper contributes by defining distinguishing different types cases — (1) policy-making, (2) system planning investment identifying most common elements, proposing that can be flexibly constructed elements cases. Finally, exemplify application with two example cases: demand-response in power sector, district heating system.
